The returned file should preserve the vendor's raw status and substatus alongside your mapped decision. If you keep only your simplified label, later reviewers cannot tell whether "held" meant catch-all uncertainty, a temporary query failure, or an internal policy choice.
Catch-All Is an Uncertainty Decision

It also limits transferring opted-out addresses except for a company hired to help comply. These are United States commercial-email requirements, not a complete global outreach rulebook.
The batch order should therefore state that the client's suppression file is applied after normalization and before final eligibility. Require the returned record to show a suppression match without exposing the suppression list beyond approved handling. Keep the master suppression record in a client-controlled system.
Put Deletion and Credit Terms in Writing
A privacy page, sales proposal, and service contract may describe data handling at different levels. The buyer needs the terms that govern the actual order: upload location, subprocessors if relevant, access controls, retention period, deletion request method, deletion evidence, and treatment of backups.
